WAP361 WIFI QOS Issue

I seem to have an issue with QoS on a stand-alone configured WAP361 AP. With WMM enabled, the client connected to the AP shows a data rate of 866Mbps on the Monitor/Clients page but actual TCP download speeds for some reason do not exceed 1Mbps. When I turn off WMM, the data rate shows as 54Mbps and actual TCP download speeds go up to around 30Mbps. I've tried setting up QoS by enabling CoS from the Access Control page and creating QoS Class/Policy rules attached to both 2.4G and 5G wireless which assign high priority to all TCP/IP traffic from all clients but all these rules are seemingly being ignored. Wifi signal strength hovers between 90 and 100% at the location from where the tests were done. Connecting directly to the ethernet port of the same WAP361 device provides optimal performance (download speeds achieved are over 700Mbps). Is this a device fault or am I missing something in the configuration here?
