I am having trouble accessing the CSAM portal with CBR admin rights.

Are you referring to not having access to the SNTC Portal? Only the DA should have access to CSAM so they can provide others access roles.
What CCO ID are you looking at?
Can you private message me the screenshot the customer sent? Also, please send the CCO ID of the customer DA as well as the one you are trying to get CBR admin access role with.
