Customer Id is not associated with Partner

I'm registered with cisco services connection / smart net total care as APIDeveloper.  An application is registered on mulesoft developer portal with csapi-inventory, contracts, alerts, customer and colllections APIs.

Calls to csapi-customer are fine returning customerId.  Calls to inventory or software requiring customerId return 403 Forbidden and {"status":403,"message":"Invalid input request","reason":{"errorCode":"API_PARTY_002","errorInfo":"Customer Id is not associated with Partner"}}

I can see there are a few similar posts but no resolution given - please assist thanks
