Granting Partner CBR access

I got the collector set up on Friday of last week.  I was able to upload our companies inventory and add internal users via the Cisco Services Access Management portal.  I am now trying to grant our Cisco Partner CBR access but they aren't showing up as users in Cisco Services Access Management.  When I try to associate users to my company it says this user is already associated. If I click on view existing associations, I do not see our partner listed.  I also do not see the partner listed as a user in the smartnet total care portal so I can't assign LOA privileges.  

How do I grant Cisco Partner access to the portal?
