Swap Designated Administrator

I was just approved as the DA for my org.  To access the CSAM tool I need to sign a legal agreement but I'm not an officer of the company.

Our VP has also requested access, but I can't approve him with the CSAM tool without signing the agreement myself.  Now I'm stuck.

How can I get our roles switched?  I'd like the VP to be our Delegated Admin so he can sign the agreement first.
