Unable to log into SNTC Portal

I have a problem with access to https://services.cisco.com/ After trying to enter I am redirected to https://www.cisco.com/web/fw/tools/ssue/apps/ssueap2.0/prod/#/promo

The message i get is "You do not currently have access to Smart Services Connection. You must be entitled to at least one Smart Services contract to request access." If i then click "Register now" and "Sign in" i only loop back to the same site. If i click "Register now" and "Register"
