Can't patch CSPC 2.10.0 -> 2.10.0.1

Migrating from CSPC 2.8.1 to 2.10.0.1 so have followed the migration guide and restored the backup.
All looks OK except that I can't install and apply patch 2.10.0.1
Nothing happens if I try clicking "upgrade now" from the GUI. So no prompt to accept EULA, for example
Then tried the admin CLI

admin# upgrade

-------------------------------------------------------
sp-30.3.0-1-0-lnx64 Collector patch to upgrade to CSPC 2.10.0.1

Download and apply of a package can take a while.
It is recommended to schedule the upgrade.

No proxy used and verified connectivity to concsoweb-prd.cisco.com 
What else do I need to check?
