CBR admin unable to add users in SNTC portal

I am CBR Admin for a multiple companies, but am unable to add users via the SNTC portal.  Was that an old function that was just never enabled?  When I go to Admin > Actions > Add user > I get the error "You are not entitled to access this content."

The DA is having continued trouble adding users via CSAM, so he asked if I could do it.

Can you please send me the screenshot of the error with the company name selected in Global Filter?

I would like to review the account you run into this issue for.

 

Also if you can let me the customer DA details along with the user that they are unable to add via CSAM, I will look into that as well.
