CSAM Tool - not able to access legal agreement

Legacy portal customer, existing portal and doing a new install of the software collector. Can not add users through the CSAM tool. The message is to approve the legal agreement but there is no legal doc or selection available. Screen shots are available of the message.  Can not move past this message.

Can you ask customer to access CSAM tool in new browser window using URL: https://cdceb.cloudapps.cisco.com/csam/

 

If this does not help, please share the customer CCO ID along with supporting screenshots for further review.
