CSPC 2.8 can not connect to "services.cisco.com"

We register a new collector from "services.cisco.com" and got the "Service Certificate File".  "photo 1 & 2"

Upload the  "Service Certificate File" succeeded

And the CSPC initial installed and discovered some devices.

But we can't upload new data to "services.cisco.com"  "photo 3"

The error message"Upload test failed at with the response A connectivity exception occured while processing the request. The Exception is HTTPs TransportMode has Failed Read timed out" "photo 4"

The CSPC VM was static public IP also fail and the firewall didn't block anything.

Please help us let CSPC upload new data to "services.cisco.com"
