Entitlement License Assistance

I'm working with a customer that is trying to get CSPC installed and is currently having problems generating the Entitlement File.

When he goes to the Smart Net Total Care portal at the following link

https://tools.cisco.com/smartservices/

he does not have the option to Register a New CSPC - there is no Administration heading/tab displayed in the Smart Net Total Care portal.

After some additional research we found the following information in the "Guide to Software Image Download and
Entitlement Certificate Generation for Smart Net Total Care Common Services Platform Collector"

"Only a Smart Net Total Care Customer Administrator can generate the entitlement files. Log in to the Smart Net Total Care portal at https://tools.cisco.com/smartservices/
 - From the left navigation pane, select Library > Administration > All Collectors
 - In the pane displayed, select the Actions > Register a New CSPC option"

We then found the following link which had information on how to do the self-service onboarding and the process to submit a request to becomes a Delegated Administrator.

He was on Step 4 - Delegated Administrator Request Form  - but he received the following error after he entered his userid, Contract Number and serial number for a device covered under the contract number.

"We encountered an error while processing your request.  Please refresh this page or try again"

He has tried several times but has not been able to complete the "Delegated Administrator Request".

1) We're working with our smartnet contact and we believe that the contracts are accurately associated with his profile.

We're unable to proceed with the Delegated Administrator Request and cannot get the entitlement file.

We would greatly appreciate any assistance in getting this issue resolved.
