I have registered for access and been notified is was complete but I am not able to access the portal. I do not have the blue bar view just the registration screen.

You need to enable a role in CSAM https://cdceb.cloudapps.cisco.com/csam/ for the SNTC portal such as CustomerAdmin. Currently your registration as the company Delegated Administrator is still pending as well.
