I've tried multiple times to upload a new csv file to services.cisco.com. It shows as successfully submitted, but then never shows up in the upload processing page, only the four from May.

Hello,
Thanks for providing the information. I've reached out to our backend team who are looking into the details. I can see there are a few CSV imports on the queue. More than likely the older ones will have to be cleared, allowing the latest one to process.
I'll update you when I hear back from the backend team.
