What happened?
I don't see SNTC at https://tools.cisco.com/smartservices. Not on the menu anymore:
SNTC used to appear on this menu.

Hi Russell,
Please clear the cookies and history and try to access the SNTC portal link , is should work for you .
Recommended Browser: Firefox/Chrome

Looks like SNTC is moving under Smart Service Capabilities (where it belongs), under the "Installed Base Lifecycle Management" menu option:
But when I click on that, it takes me to a Launch screen, which is locked in a never ending loop of launching another Launch screen when I hit the "Launch" button.
