If the only thing you want to do is to prevent a rogue DHCP server to connect to the network and distribute IP addresses, the SGE2010P has a function called DHCP snooping. In this function, if enabled, you can select the port that your DHCP server is connected to and set it as a trusted port. This way, only a the server connected to this port will be allowed to offer IP addresses.
If however you want to bind a specific IP address to a specific port, you can create IP an IP access-list for every port to allow only one IP address to send traffic on that port (you could do the same based on MAC address as well using either MAC-based access-lists or implementing port security)
The option you want to implement demands highly on your requirements, but I hope I guided you a little on what are the options you could use for your scenario.
