Out-of-Profile remapping to a lower queue on CBS-350 switch

On Cisco CBS-350 switch, when attempting to remap DSCP 46 (EF) to 18 (AF21) on the Out-of-Profile DSCP mapping, a following error occurs:

"The re-mapped dscp must be mapped to the same queue as the mapped dscp."

The manual for the switch mentions that "The device uses the new values to assign resources and the egress queues to these packets."

After reading the manual I was under the impression that it should be possible to re-map DSCP to some lower priority queue to prevent the excess traffic from entering a high-priority queue.

But the error suggests that this is not possible and the re-mapping can occur only within the same queue. Then, what is the point of such re-mapping if the excess traffic still remains in a high-priority queue?

Is there any way to re-map the excess traffic to a lower priority queue on CBS-350 switches?
