Hi George, unfortunately there isn't enough information here. Is this a new switch? Old switch? Was it working before?
Blinking power LED means the switch is probably getting DHCP or expecting DHCP. Solid power light should indicate static IP. If it is orange it indicates a problem.
What is the issue you're experiencing?

This is an older switch I have used before. When it is powered up all the LED's flash continuously. I cannot get into the switch via the console or by http. It is a 24 port with 2 Gig ports and a mini gig port. it's as if the switch is cycling through the post but doesn't complete it.

The only hope for that box would be able to console to it. If the console doesn't respond or work then it is dead.
