1:1 NAT C3650 switch?

In PacketTracer 7.1. the WS-C3650-24PS is able to do 1:1 static NAT. Recently for a project we got in a WS-C3650-24TS, for which 1:1 NAT was not an option. I did a quick Google search and found most commented was that the L3 switches do not do this and should get a router instead. While it makes sense, I am curious as to why this is capable in PacketTracer.

So my question is, is there the capability with certain IOS and/or license to do 1:1 NAT?

Nat is not only available on Rtrs and high end switches like 65k series upwards not on any 3600 switches
