1000BaseLX SFP plugged in, no fiber connected but still shows up/up.

This is what I have..

The sfp is plugged in and shows up/up but there is no fiber connected.  how is this possible or am I looking at defective SFP?

Reboot the switch.

rebooted and upgraded IOS, no difference.

Please cold-reboot the switch (remove the power cables until the power supplies stop screaming).
