The 1701 is a pretty old router but may be very useful in allowing you to practice basic IOS syntax and how IOS works. Whether you can set up a dialer depends on what interfaces the router has and it has been a long time since I saw a 1701 and I do not remember what interfaces it has. Perhaps the output of show version would help to see what interfaces are available.
Whether a dialer interface would get you connected to the Internet depends on what kind of connection your service provider has given you and what service they are providing to you.
It certainly should be possible to have the router give out DHCP to PC.
Whether you can run SSH on the router depends on the code that you are running and whether that code feature set has support for SSH.

It's quite similar to a 2801 router in terms of interfaces; there are only Ethernet ports built in.
