2 subnet vlans and DHCP

Would like to configure RV110W to support 2 vlans.   vlan3 will go to untagged 192.168.1.x address switch for public access to internet.  vlan4 will go to tagged 10.10.100.x private switch for internal office employees to go to internet.  vlan3 only supports guest internet activity.  vlan4 supports internet access and internal resources.  To do vlan4, we disabled vlan4 DHCP on the router and use AD Windows 2008 server.  However, after doing this....we still do not get what we want.   Guests get to internet but office staff neither gets internet nor internal resources.  What should I do?

To clarify.

VLAN 3 will be used as a Guest Vlan, using 192.168.1.x address space and ONLY needs access to the internet, no access to the hosts in VLAN4?

VLAN 4 will be an Internal Vlan, using 10.10.100.x address space, need internet access and also access to 'internal resources'

Is this correct?

Do you have other Vlans that Vlan4 needs to access or do you just mean other hosts in this vlan?

I am not familiar with this model of router but the admin guide may help:

I can't see any mention of Access Lists in the guide so by default both subnets will be able to talk to each other.

yes to all.  vlan4 just needs access to host in this vlan.
