2960S-48FPS-L15.2.2E upgrade went sideways -- sched-7-watch

I attempted to upgrade single switch using the archive-sw /overwrite command. The new firmware appears to have installed and there is room on the flash.

However when it boots it doesn't "see" any of the interfaces or the config. I get the following error:

Unable to get configuration. Try again later.
Locked by -1

I cannot save any configuration, nor are there interfaces. It gives me an "invalid command" error when I try dir flash:. I can see it initialize flash during boot.

Anyone have any ideas how to fix this?

The license file might be missing. I can't tell if it's missing or if the system can't read it -- like how it can't read the config.text file.
