3850 different IOS 16.3.6 vs 03.06.06E

I just received five 3850-48P-E switches. Some have  03.06.06E ((CAT3K_CAA-UNIVERSALK9-M), Version 03.06.06E) and some have 16.3.6 ((CAT3K_CAA-UNIVERSALK9-M), Version 16.3.6) .  Why are they so different?  I would like to maintain one version of IOS across all of them.  Which IOS would I choose?

Maybe because some of the 3850 is unable to boot 3.6.X (and earlier).  (CSCul95378)

Read the Release Notes of both 3.6.X and 16.3.X and make that decision.
