i have two 3850. two switch status is the stack
When reconnecting stack cables, reboot all
switch 1 - %SYS-5-RELOAD: Reload requested by console. Reload Reason: Reload Command.Resetting .......
switch 2 - %SYS-5-RELOAD: Reload requested by console. Reload Reason: Reload Command.Resetting .......
Why I don't know what all the reboot

When you connect two switches via stacking, whether it is 2960S/X/XR, 3750/G/E/X, 3650 or 3850, make sure the 2nd switch is POWERED OFF.
If you connect the 2nd switch with the power the entire stack will reboot. This is by design.

when i connected 2nd switch, with power on
if this is power down, no reboot?

Yes that is what beeing said above.
1- If you connect the 2nd Switch with power on === The complete stack would reboot.
2- If you connect the 2nd switch with power off ==> Stack would not reboot.
