6500 created VLAN but can't get it to turn up

Hi All, have done this many times before, but for some reason either I'm missing a step or something this time...

Catalyst 6509E Switch running IOS version 12.2.  Created a new VLAN layer 2, created it layer 3 with an IP address.  Issued the state active command and the no shutdown command.  when doing a show vlan, shows in the list and active.  When doing show int vlan xx, shows as down.  Need to get it to be up, have attempted to assign a port to that VLAN in hopes it will come up, but still no go. 

I'm missing something, so need to know what piece I'm missing...

You need the port you placed in the VLAN to also be up.

Is the port that you connected to in the up state? Can you post the configuration of the switchport that you joined to the vlan as well as "show int" of that switchport?

Ok, am testing this now. 

Logged into switch, insured the int VLAN xx is not shutdown.

Next chose an unused interface, made it a switchport, assigned switchport access vlan xx

Issued no shutdown command on interface.

Now, checking status on the VLAN, still down

Vlan950 is down, line protocol is down

  Hardware is EtherSVI, address is 0019.3005.6800 (bia 0019.3005.6800)

  Description: DescriptionX

  Internet address is x.x.x.x/29

  MTU 1500 bytes, BW 1000000 Kbit, DLY 10 usec,

     reliability 255/255, txload 1/255, rxload 1/255

  Encapsulation ARPA, loopback not set

  Keepalive not supported

  ARP type: ARPA, ARP Timeout 04:00:00

  Last input never, output never, output hang never

Is the port that you connected to in the up state? Can you post the configuration of the switchport that you joined to the vlan as well as "show int" of that switchport?

Found that the port was not fully up yet.  Once the port was up the vlan came up.  Now to figure out why my redundant core can't see it.  I also thought that a VLAN, once created and up, with an IP on the SCI, would stay up.  The fact that it goes down as soon as the port is disconnected is disconcerting.  Thank you all for the help.

Thanks for the update. Once the last port is removed from a vlan, the vlan itself doesn't have any members so it's not necessary to keep it in an up state.
