The card is either powere down manualy from console (e.g. "no power enable mod 1") or crashed due to HW problem.

Try to bring it up woth "power enable module 3" in conf t mode.

If cards comes up you are ok, if fails again (check show mod, show log) - then open SR to organize RMA for it.

When i enabled power of the line card, turn status led RED.

i think its ios issue as to support dfc3c we need a compatiable ios for it

It means, if memory serves me correctly, that the module is unable to download it's firmware and, subsequently, has voluntarily shut down.

You need to contact Cisco TAC to RMA the blade.  There's nothing else you can do.

Though it is an old question, but just answering the reason behind this failure as I experienced the same with 6509 while doing OIR for module WS-X6704-10G upgraded with DFC3. it is a manufacturing problem with memory cards built during 2005-2010 for various line cards, supervisors and daughter cards.

You most probably need to RMA the module or change the memory card yourself where possible. However, before that you can try rebooting whole chassis or upgrade the software.
