ASR903 RSP3C can't create more than 1 EFP in the same BD under same interface

Hello,

We have a scenario where we are using multiple EFPs in the same BD under the same interface, this scenario was working normally with RSP1, but when we upgraded to RSP3C we get an error that we can't create more than 1 EFP in the same BD under same interface, and the traffic only works for the first created EFP:

*Aug 1 11:11:08.600: %IOSXE-3-PLATFORM: SIP0: uea_mgr: EFP-BD config failed for efp Gi0/4/0.Efp2 because there is BDI 1992 configured and the interface already has some other EFP on the bridge-domain 1992 Please unconfigure this EFP
*Aug 1 11:11:08.601: %FMFP-3-OBJ_DWNLD_TO_CPP_FAILED: SIP0: fman_fp_image: bd-efp-bind: bd 1992, efp 16793618 download to CPP failed
*Aug 1 11:11:08.602: %IOSXE-3-PLATFORM: SIP1: uea_mgr: EFP-BD config failed for efp Gi0/4/0.Efp2 because there is BDI 1992 configured and the interface already has some other EFP on the bridge-domain 1992 Please unconfigure this EFP

the configuration is similar to the below:

We have tried the same config using 4 different IOS XE versions and still the same problem (3.16.5S, 03.18.1S, 16.5.1, 16.6.1)
