so what is the command should i wrote
BOOT ..........................??????.................

Osman,

If you just do "dir" at the rommon prompt, you should get a list of devices, one of which should be the USB. Once you get that you just boot from that as you would bootflash.

Cheers,
Scott

Command: boot packages.conf
NOTE: OMG. You're using 16.8.1a. I'd recommend you try a different version.

Hi Osman, I had a similar problem with a C9500-40X switch that was stuck in a boot loop.  Here is how I solved my issue:
1. Formatted an unused USB 16GB thumb drive with FAT32, downloaded the latest IOS-XE image file from cisco.com (cat9k_iosxe.17.06.04.SPA.bin), copied the file to the USB drive and inserted the USB drive into the standard USB slot on the front of the switch.
2. Power cycled the switch and pressed the mode button repeatedly during boot up to get into ROMMON mode
3. Entered this command from the switch: prompt to boot from the USB drive: boot usbflash0:/cat9k_iosxe.17.06.04.SPA.bin, the switch booted to the USB drive/.bin file and I was able to login.

Regards,
