We are currently specking (33) Crestron DM-NVX-350 and each one requires (1) gigabit to endcode/decode

Does the C3650 have a backplane to support 33gig?

You can tune the NVX's down to 450Mb/s stream without to much loss of performance.

Unless you are doing medial or mapping 450 should do the job.

They are always on devices, look at IGMP filtering if your layer three interface is not on the switch.

The up-links between switches in the same VLAN need to allow for the traffic as well.
