- Verify the LED statuses on the power supplies
- Toggle power on/off using instructions from https://www.cisco.com/c/en/us/td/docs/switches/lan/catalyst9300/software/release/17-12/configuration_guide/int_hw/b_1712_int_and_hw_9300_cg/configuring_internal_power_supplies.html#configuration_examples_for_internal_power_supplies
of course only , if you have a redundant setup ==> Check the logs on the switch afterwards ==> See if that makes a difference for 'show env all'
+ Have a look at https://www.cisco.com/c/en/us/support/docs/switches/nexus-9000-series-switches/220196-troubleshoot-power-supplies-on-catalyst.html

- Also verify the issue against the latest advisory software version :

There is really no excuse not to upgrade the firmware of the switch. The software, for example, is free to download. If that is not even a good motivation to upgrade the firmware of the switch then no one, I mean NOBODY, should be complaining about what abnormal and unusual behaviour the switch is doing.

apart from the advice to upgrade, to answer your original question: YES there are bugs regarding the power supply.
in my personal experience only that a single PSU was reported as not present, (not both at the same time)
but the switch kept running (!) with the PSU "not present" in place and the other PSU removed
reseating the PSU (remove-wait30sec-replace) did sometimes solve the issue, same for rebooting the switch
but in some occurences the "not present" kept reappearing after a while
and only disappeared for good after the firmware was upgraded
so upgrading the firmware is still the best way to go.
