This is a new install of two C9500-48Y4C switches running Version 17.3.4.
They are configured with SVLs.
Just getting it setup but it is acting strange.
I only have 1 SVI configured.
When telnet to the SVI and run commands like ‘show run’ or 'show logging’, the CLI freezes and never recovers.
If I telnet to the Gig0/0 management interface, I have no issues.
Doesn't appear to the related to high CPU.

- Well , indeed the SVI addresses are not intended for managerial purposes , whilst the management interface is the way to go.

I get your point, but is this expected behavior?
I've done a bunch of these and have never seen this issue before.
Others I have setup were all running some flavor of 16.12 IOS-XE
Is there something new with 17.3 that would cause this?

- If you do want to further analyze this , you could check if other commands can complete fully when connecting to the SVI (e.g. - ?). Or check the logs from the management interface when you get a frozen CLI.

Raise a TAC Case and get them to verify if this is CSCvj49476.

I do have a TAC case open. I will mention that bug ID. Although my symptoms are a bit different.
There is even more weirdness.
We had connected an access switch to this 9500 pair with about 10 cloud based APs attached to the access switch.
Half the APs register with the cloud and half do not but all APs are pingable.
For the half that register, we could SSH to them.
For the half that do not, we could not SSH to them.
And I could not telnet to the access switch.
I am still working with TAC and will update as we find out more.
