C9500-48y4c Switch SFP interface is Down

Using these SFP's on the C1000 is fine, but not when the C9500 and C1000 are interconnecting because the C9500 is not recognized. I can't confirm if it's my configuration or the device or module. Meanwhile, other interfaces on the C9500 have used the same module, but no problems.

Reboot the 9500.
