Cat 9500 16x network essential license and stackwise option

I was hoping to install the ios 16.11 will enable stackwise virtual option for my switches, but seems like it's the only option for network advantage.  I would like to ask what are other options to do redundancy for these 2 cat 9500 switches beside stackwise virtual option?

Thats main HA feature like VSS on 65 or 4k switch , other network essential options below , VRRP , or use L3 eigrp between , looks like HSRP is advantage too

If I connect 2 pair of 9500 as aa stack switch.  Do I still need configure HA since they are just acting as 1 switch?
