Catalyst 2960-X Stack of 3 - Master switch powered off, management of stack lost

I have a stack of 3 WS-C2960X-48FPD-L switches.

 

Currently running 15.2(2)E4.

 

The switch priority is set so that Switch 3 will be come the master if Switch 1 Fails.

Switch 1 & 3 have Uplinks in LACP Link Agg to core switch

 

When Switch 1 is powered off, The devices on switch 2 & 3 continue to function as expected, but I can not manage the stack via the management IP Address.

 

Unfortunately I could not get a console cable on switch 3 or 2 at that time of the incident.

 

I am looking to upgrade to tha latest stable version of code, but was wondering if anyone else has run into this and if this possibly a result of Bug - CSCuz18016 - Master switch stuck at Master Re-Init state after master switchover.

 

After Switch 1 powered on, had to reboot other two switches to get management back.

Are you managing the stack using the out-of-band management port or inband using a vlan?
