Catalyst 3650 - recovering from an installed but inactive image

Customer has Catalyst 3650 currently running IOS-XE 16.09.05. He installed IOS-XE 16.12.05 but no reload performed until now. He wants to go back to IOS-XE 16.09.05. File packages.conf displays already infos about 16.12.05 (see below)

Question: What is the recommended procedure to roll back to 16.09.05 ?

Post the complete output to the command "dir".  I want to see if the previous packages.conf is still around.
