the new line card WS-X6716-10T-3C support a server at 1Gbps or only works at 10Gbps?

Seems from datasheet, not mention about 1G or other speed, as discussed in above chain, it is 10 G only.

The WS-X6716-10T card will support any speed as long as it's 10Gb.  The logic behind this is why would you want to purchase a very expensive 10Gb card and let it run 1Gb when there is the less-expensive X6748 card?
