If I recall correct, it's egress queue one on the 3560/3750 (and I think the 2960 too).
You need to activate QoS and also activate priority-queue out (also for egress).

Joseph, you were right, Queue 1 is priority queue on 2960, 3560, and 3750 switches.
The "show mls qos maps cos-output-q" displayed the ouput below on all of these platforms:
Cos-outputq-threshold map:
cos: 0 1 2 3 4 5 6 7
------------------------------------
queue-threshold: 2-1 2-1 3-1 3-1 4-1 1-1 4-1 4-1
