Cisco 3560-C License can't be installed ?

Hi,

I have Cisco Catalyst 3560-C 12 ports, running version 15.2.2E6

I have installed a license using ftp.

when I use the command show license - I see only 1 license.

when I use the command show license all - I see the one I've installed.

yet - I can't activate it !
