Can we use 9404 switch as a core switch ?

YES / NO depends on requirement.

I do see some people use Cat 9300 also as Core, so why not Cat 9400 as Core.

But if you look at Cisco CVD

Cat 9500 and Cat 9600 to be CORE

Cat 9400 can act as intermediate switch or can access (for me lower end organisation can use this as CORE)

Cat 9300 /9200 as access (some people with small business using Cat 9300 as Core )

so based on the requirement, if that model and throughput meet your need why not.
