is this Cisco Catalyst 3850 (48T/P/F/XS) support these features:
- administrate via GUI HTTP/HTTPS.
- multiple firmware image.
- In-Service Software Upgrade (ISSU)
- Management and centralization via virtualization technology

No. Cisco don't write documents about features that don't exist.

It does not.
No 3850 supports ISSU.

You will need an IP Services licence (aka -E bundles) to get VRF support.
