I hope you find this as well, I have cisco catalyst c3850 that consume so much CPU below the output of consumption

A quick bug scrub of your IOS version led me to this.

With the information you provided I have a high level of confidence that this is the culprit. Recommended mitigation in the short term is to reload the affected switch, long term fix is to move to 3.7.4E+. It is also listed as fixed in 16.3.6.
It is worth noting that 3.7.x has gone end of vulnerability/security support as of May 1st 2018. Depending on your feature set you would be wise to move to 16.3.6 or 16.6.3. 16.3.6 is a current gold star release as of the date of this post but it is not suitable for all feature sets. Please read the release notes for open caveats before upgrading.
