Please any one can advice me in which Cisco platform i can using the command for ( icmp-jitter) and i will be thankful ..

Any IOS router.

I used ASR903 , ASR 1001-x .. But i couldn't  get this command .. Any advice ? Thanks in advance

Are, those are IOS-XE.  There is the IOS-XE configuration guide for ASR.

I guess it is also possible you don't have a licence for IP SLA installed.  I'm not sure what licence is required but we could check that next if you don't get anywhere with the guide.
