Cisco sf220 24 can't add 'no shutdown'

I have a new Cisco sf220 24, I can boot, assign a new password, assign a new hostname, int a rage of ports for everything except ‘no shutdown’.

I have tried this with nothing connected and desktops connected.

What would cause this?

 - In what context do you need 'no shutdown' since as per default the ports will be active ?
