version 16.3.6 is very buggy; bad. i would change to 3.7.3 and up but not 3.7.2 or lower

Was getting this error (octeon_wdt: WDT device closed unexpectedly. WDT will not stop!
reboot: Restarting system), experimented a lot but sw was going back to bootloop.

This method solved the issue.

(Stack of 2 SW)

I removed the stack cable, and booted the switch via usb (SW version 16.3.6) and it came up.

once the sw was up, I formatted the flash:

copied the image from usb to flash: of SW

inserted the stack cable.

the stack came up and the issue was solved. Hope this method helps!

Thanks,
