Hi all, I have used vendors applications where you can discover the vendors equipment and assign it ip address on a lan etc, how does this work? is it layer 2, like LLDP etc ?

Yes. This is going to happen through a layer-2 protocol like LLDP. This works much the same way that the command 'switchport voice vlan ' assigns a vlan to a Cisco phone.

In this case, the switchport voice vlan command uses CDP to assign the vlan to the phone, much in the same way LLDP works.
