Does the root bridge of a spanning tree determine hello, maximum age, and forward delay timers for all bridges?

According to this link, the max age, hello time, and forward delay values are sent in all BPDUs.

Does the root switch determine the values of all these timers, and the switches below it also set the same values when BPDUs are sent down the spanning tree?

The max age and hello time are sent in all BPDUs, 

this are common spanning-tree states: 802.1d

•BLOCKING = 20 secs   = MAX AGE

•LISTENING = 15 secs  = FORWARDING DELAY

•LEARNING = 15 secs  = FORWARDING DELAY

•FORWARDING

•DISABLED

RAPID SPANNING-TRE STATES:

Discarding  > Alternate, Backup & Disabled ports

Learning

Fowarding > Root, Designated & Edge ports

If a superior BPUD is received on a interface this will be a new root bridge if no security features were applied at actual root of spt topology.

Hi,

in general, the answer to your question is yes.

If you change it only on the Root Bridge - the settings will adapt on all other switches in the same STP domain, as they process the values seen in BPDUs coming from the Root Bridge.
