Duplicate and Incomplete ARP entry for GLBP VIP

We have a Nexus 7000 with an Incomplete ARP entry for the GLBP IP address that is causing intermittency.

GLBP AVG

We tried clearing the ARP table of the entry however we were unsuccessful.

Can anybody shed some light on this? Thanks!
