I would like to copy the config from an existing ESW540 switch to a replacement of the same model. How would I do this? There is no CLI in the ESW540's.

Very similar to first steps. see below
From the WEB GUI of the ESW540 select the following:
Maintenance > File Management > Copy Configuration File
Choose either via TFTP or via HTTP
Choose UPGRADE radial button this time
Choose Source File Name (the one you backed up from the previous steps)
Choose Destination File Type as running config
Click Apply and you should be set.

Never used the device before, but does the GUI have an option to download the config to a TFTP or FTP server and than upload it to the new device?
How about a USB port on the device?

How would I restore the config to a different device? That is my main concern/question.

Choose running config for Source File Type
Give it a name in Destination File Name
Click Apply and you should be set.

I} can use TFTp to backup/copy the config. There is no USB port.
