we are facing following error while configuring HWIC-2FE in cisco router 3845, 

IOS version is: 12.4(24)T7 

here is the error message when i did "Sh diag"

Your IOS version certainly supports the HWIC-2FE (minimum 12.4.20T required) so that's not a problem. I've seen this before with bad cards and/or HWIC slots. Are you getting the same error no matter which slot you're installing the HWIC into?

No i did not check it in another port but checked in one port only

Give it a try in another slot and see if you get the same results?
