Failover time testing for Cisco 4506-E VSS Pair

We have catalyst cisco 4506-E configured as a VSS Pair. I have to to do failover testing last week. In testing, I noticed the following thing:

• When I do failover from switch 1 (primary) to switch 2 (secondary) it takes 10 minutes that secondary switch takes the active role, while when I do the vice versa it takes only one second.

Could you guys, please advise why I got this behavior?

Could be an IOS bug.
How did you do the "failover"? Did you power down the chassis? Did you pull the supervisor card?

No, I used the redundancy force-switchover command. Earlier I am using IOS XE 3.6.6 now I am using IOS XE 3.8.7.
